    The first priority of any proper government is the attainment of peace and well being of the people. A democratic government, for that matter, has a great burden to spend more time and energy in search for peace. On the other hand, obstacles to peace are often very many and potent in the affairs of nations. So, if a government has to contend with problems before peace is attained it should not be deterred.
